Court Holds Deputy Head of Abinsk District Administration Liable for Personal Data Law Violations

Russian official fined for illegally transferring personal data abroad

A justice of the peace at Judicial Precinct No. 113 in Abinsk District has ruled on an administrative case against the deputy head of the local administration for violating personal data protection laws.

According to case materials, the district administration processed personal data through an online platform owned by a U.S. company, which involved transferring the data abroad. Authorities warned that this posed a security risk to Russia, particularly under the special military operation, as the platform contained information about participants in the campaign and their relatives. The Unified Press Service of the Krasnodar Territory Courts reported the details.

The administration, however, failed to notify Roskomnadzor—the federal communications watchdog—of the cross-border data transfer, a responsibility that fell to the deputy head. The court found no evidence that the official had taken the necessary steps to comply with the law.

The judge ruled the deputy head guilty and imposed a fine of 100,000 rubles for the administrative offense.
