Seattle Police report reveals failures in handling May 2025 Cal Anderson Park protests
A new report on the Seattle Police Department’s handling of a May 2025 rally and counterprotest at Cal Anderson Park is due for discussion. Officials from the Inspector General’s Office and senior SPD leaders will testify before the city’s Public Safety Committee on Wednesday morning. The document highlights failures in engagement, training, and communication during the event, which led to 23 arrests. The investigation centred on a Christian fundamentalist rally and the opposing demonstration at Cal Anderson Park. SPD maintained contact with rally organisers but failed to engage with counter-protesters. This imbalance in communication contributed to rising tensions.
Officers later struck peaceful demonstrators without warning after a rally banner was torn down. Their actions violated department training and escalated the disorder. Most of the 23 people arrested that day saw their charges dropped later.
The report also cited SPD’s ‘anticipatory defensiveness’ and outdated assumptions about counter-protest groups as factors in the physical confrontations. Internal issues played a role too. Seattle Parks and Recreation had not given officers adequate notice about the event permit, creating logistical problems. SPD has already begun making changes based on the findings. These include efforts to rebuild community trust through ‘Our City, Our Safety’ meetings. The department will keep reviewing further recommendations to improve its service across Seattle. A spokesman for the Seattle Police Officers Guild has not yet responded to the report.
