Victor Hugo Quero Navas dies in Venezuelan custody amid rights concerns
Victor Hugo Quero Navas died in state custody on 24 July 2025. His death followed acute respiratory failure caused by a pulmonary thromboembolism. He had been hospitalised ten days earlier with gastrointestinal bleeding. Quero Navas was detained at Rodeo I prison in Caracas since 3 January 2025. He faced charges of terrorism, criminal association, and conspiring with foreign agencies. His mother, Carmen Teresa Navas, repeatedly visited the prison seeking information about her son but received no answers.
Venezuelan Attorney General Larry Devoe has launched an investigation into the death. The probe seeks to establish the facts in a timely and impartial manner. Acting President Delcy Rodríguez has pledged to address what she called 'deviations in the justice system'.
Multiple NGOs have raised concerns over alleged human rights and due process violations in Quero Navas’ case. His burial took place on 30 July 2025. The investigation is now underway to determine the circumstances of Quero Navas’ death. Authorities have committed to examining potential failings in the judicial process. The case has drawn scrutiny from human rights organisations.
