VIM Proposes Unified Partner Definition for Income-Dependent Schemes

The VIM program has proposed a unified approach to partner definitions across all income-dependent schemes. It suggests adopting the General Income-Dependent Regulations Partner Definition (Awir partner definition), which is currently used for healthcare allowance. The Ministry of Social Affairs and Employment (SZW) has shown interest in this harmonization.

Currently, the definitions of 'partner' vary across different income-dependent schemes such as AOW and general welfare assistance. The VIM program aims to standardize this by implementing the Awir partner definition universally. This definition is already in use for healthcare allowance purposes.

The SZW ministry has been proactive in this process. It requested tables illustrating the disparities in partner status definitions among various schemes. These tables, including 'Harmonization of Partner Definitions 2022', are available for download. However, there is no official record of the ministry recommending the introduction of general income-dependent partner definitions across all income-dependent measures.
