The participants—veterans of the special military operation—have demonstrated through their own example that true heroes live among us. This is more than just an educational program; it is a social elevator for those who have already proven their dedication to the region and the country. Once again, we met to discuss in detail what has been accomplished over the past year, review their final projects, and outline their future career paths. I am confident that thanks to people like them, we will see more new leaders—managers who understand the needs of Kuban's residents—emerge, said Yevgeny Pergun.

As part of their final projects, the participants were tasked with identifying a problem within a specific ministry, municipality, or industry and proposing a solution. The veterans focused on two key areas: transportation and housing and utilities.

"At the initiative of Governor Veniamin Kondratyev and in accordance with the Russian president's directive, we launched a project that gives heroes a real opportunity to apply their experience, gain knowledge, and shape Kuban's future. Both participants and special military operation veterans have been given a chance to fulfill their potential in civilian life. The program helps people find their place in public service, where their principles, patriotism, and commitment are always in demand," emphasized Deputy Governor Alexander Topalov.

According to Topalov, the Heroes of Kuban program has already proven its effectiveness: many of its participants now hold government and municipal positions, applying their newly acquired skills to the region's development.

"During the internship, we gain new knowledge. We study topics such as local governance, the budget system, the fundamentals of municipal and state civil service, constitutional law, and digital literacy. This personnel project has enhanced my qualifications and deepened my expertise," added special military operation veteran Pavel Artemyev.

The Heroes of Kuban program received over 2,000 applications—the second-highest number in the country. Training under the program, developed in partnership with the Russian Presidential Academy of National Economy and Public Administration, began on September 1 of last year. The initiative aims to prepare highly skilled, competent leaders for future roles in government and municipal authorities, as well as state-owned companies, the Krasnodar Region administration's press service reports.

In 2024, Russian President Vladimir Putin launched the federal personnel program Time of Heroes for participants in the special military operation. Following his directive, similar regional projects were introduced in 2025, including Heroes of Kuban in Krasnodar Region.
