Lukashenko Names New Gomel Leader Amid Belarus Leadership Shake-Up

Alexander Lukashenko has appointed Ruslan Parkhamovich as the new chairman of the Gomel City Executive Committee. The decision, announced on May 12, follows the dismissal of Vladimir Privalov in 2022. Parkhamovich’s arrival highlights ongoing shifts in Belarusian regional leadership.

Parkhamovich’s appointment comes after he actively pursued the role. Unlike his predecessor, he has no deep ties to Gomel, having spent most of his career in Mogilev and Minsk. His previous position included serving as Lukashenko’s aide and inspector for the Gomel region.

His wife secured a job in Gomel six months ago, indicating a planned long-term move. The appointment also marks a reversal in hierarchy: Parkhamovich now reports to Ivan Krupko, a former subordinate. The decision underscores a wider personnel crisis in Belarus. Officials note a shortage of qualified top managers, forcing reliance on figures like Parkhamovich. Meanwhile, his predecessor, Vladimir Privalov, reportedly had ministry connections that facilitated his transfer to the capital before his dismissal.

Parkhamovich now leads Gomel’s executive body, despite his limited local experience. His appointment reflects both strategic career moves and broader challenges in Belarusian governance. The shift follows a pattern of reshuffling regional leadership under Lukashenko’s administration.
