Magadan Region cracks down on employers over unpaid minimum wage delays

A meeting of the Interagency Commission for Preventing Overdue Wage Arrears was held in the Magadan Region on November 6, 2025. The commission discussed measures to prevent organizations from accruing minimum wage delays to their employees and addressed the reporting of any overdue wage arrears.

The meeting was chaired by Dmitry Vladimirovich Portnov, Deputy Chairman of the Magadan Regional Government. Arslang Anatolyevich Budzhaev, Deputy Minister of Labor and Social Policy of the Magadan Region, delivered a report on current minimum wage delays among regional employers. Heads of companies with unpaid minimum wage obligations presented explanations regarding the delays. A new reporting form has been in effect since February 1, 2025. Organizations with minimum wage delays (except small businesses) must submit Form No. 3-F to the local Rosstat office where the debt originated. Any overdue minimum wage delays must be reported to the Federal State Statistics Service’s regional branch. The commission will strengthen oversight of minimum wage delays in organizations based on their sectoral affiliation.

The commission recommended that employers take comprehensive steps to settle outstanding minimum wage debts to employees and submit timely reports on overdue minimum wage delays if the established conditions are met. The next steps for organizations with minimum wage delays involve submitting the required reports and addressing the underlying issues to prevent further delays in minimum wage payments.
