PrimaMedia, April 23. Lawmaking is a dynamic process shaped by all Russian citizens, according to Viktor Pinsky, Chairman of the Rules and Procedures Committee of the State Duma. The deputy shared this view during a speech to students at Moscow State University's Law Faculty, speaking at an event organized ahead of Russian Parliamentarianism Day.

"Lawmaking is a living, engaging process that never stands still. Changes in legislation are driven by life itself—the advance of technology, shifts in political and economic conditions both in Russia and globally. Every citizen influences the shaping of our country's laws, whether through petitions to State Duma deputies, participation in meetings held during regional weeks, the drafting of political party platforms in each election cycle, or by voting for specific candidates or parties in elections. These are the true democratic tools of Russian parliamentarianism, whose 120th anniversary we celebrate this year," Pinsky stated.
The future lawyers at the meeting focused their questions on how to engage with the work of Russia's parliament. Students were particularly interested in how to secure an internship at the State Duma, what it takes to become a deputy's aide, and how to participate in parliamentary hearings, roundtables, and other events organized by the State Duma with public involvement.
Russian Parliamentarianism Day is observed on April 27. The holiday was established by a federal law signed by the Russian president on June 27, 2012. Festive events marking the occasion will take place in Moscow this June.
