Ob-Irtysh Waterways Administration names new acting director ahead of 2026 season
The Ob-Irtysh Waterways Administration has announced a leadership change before the 2026 navigation season. Roman Chesnokov, its former head, has moved to a new role in Moscow. Konstantin Zhulin will now take charge as acting director of the agency.
Roman Chesnokov recently completed his term at the Ob-Irtysh Waterways Administration. On April 21, 2026, he became the new head of the Moscow Canal Federal Budgetary Institution.
The Ob-Irtysh Waterways Administration oversees nearly 22,000 kilometres of inland water routes. Konstantin Zhulin, the incoming acting head, previously worked as chief dispatcher at the Omsk River Traffic Control Center. His responsibilities included waterway maintenance and navigation coordination. Zhulin’s experience in key operational areas has prepared him for the leadership role. The transition comes as the agency gears up for the upcoming navigation season.
The leadership shift places Zhulin in charge of one of Russia’s largest waterway networks. Chesnokov’s departure marks the start of his new position in Moscow. Both changes take effect as the 2026 navigation period approaches.
