Russia Introduces Digital Applications for Child Citizenship Verification
A new law enabling Russian citizens to submit electronic applications to confirm a child's citizenship by birth has been published on the country's official legal information portal, according to the Khabarovsk Krai Today news agency. The legislation was adopted in October 2025 but included a 180-day implementation delay.
Under the law, applications may be filed directly with the regional office of the federal executive authority overseeing internal affairs or through its subordinate agencies, authorized organizations, diplomatic missions, or consular offices.
The document specifies that the following individuals may submit the request: - Parents, legal guardians, or custodians; - Authorized representatives of relevant agencies; - Heads of institutions for orphans and children without parental care where the minor is placed.
This update follows changes introduced in 2024 to the rules governing minors traveling abroad. Previously, children under 14 were not required to present documents proving Russian citizenship when crossing borders. Now, such confirmation is mandatory. If a child does not have a foreign passport, their birth certificate must bear the appropriate apostille.
