Russian lawmakers push for uniform regional pension supplements nationwide
Deputies from the New People faction in Russia's State Duma have called for a uniform system of regional pension supplements. In an official appeal to Labour Minister Anton Kotyakov, they proposed centralising all extra payments through the Social Fund of Russia. The move aims to eliminate disparities in how pensioners receive additional funds depending on where they live. Currently, regions set their own rules for paying out supplementary pension benefits. This lack of standardisation means pensioners in different areas face varying levels of convenience and access to extra funds. The deputies, including Deputy Speaker Vladislav Davankov, argue that a single, mandatory system would create fairer conditions for all recipients.
The proposal suggests amending federal law to require every region to transfer authority over these supplements to local branches of the Social Fund. This would consolidate all pension-related payments—both federal and regional—under one department, using a single payment mechanism. The Social Fund already has the infrastructure in place to manage such centralised distributions. Supporters of the plan believe it would remove inconsistencies in how supplements are assigned and delivered. By relying on the Fund's existing systems, the process could become more efficient and transparent for pensioners nationwide.
If adopted, the changes would standardise how regional pension top-ups are handled across Russia. Pensioners would no longer face different procedures based on their place of residence. The Social Fund's role in managing these payments would expand, potentially simplifying access to additional financial support.
