Wolfsburg's bold zoning plan balances growth and green space in Fuhrenkamp

Wolfsburg is drafting a new zoning plan for the Fuhrenkamp area, covering Heidkämpfe, Heidkämpfe Süd, and Birkenheide allotment gardens. The proposal aims to set clear rules for future building while protecting the neighbourhood’s existing character. City officials stress the need for balanced growth, legal clarity, and sustainable development.

The draft plan introduces strict limits on construction to prevent overdevelopment. Main buildings will face a maximum footprint cap, and new structures must be single-storey. Plots cannot be subdivided into sizes smaller than 500 square metres, ensuring spacious layouts.

Exemptions will allow terraces and outbuildings without counting toward the footprint limit. Flexible design options, such as varied roof shapes or split-level floors, can still provide extra living space. These restrictions also support stormwater management by maintaining permeable surfaces. Mayor Dennis Weilmann emphasised the goal of safeguarding residential use while allowing careful expansion. Kai-Uwe Hirschheide, head of urban planning, reinforced this by pushing for reasonable housing density without excessive building. The city council will review the proposal in its May session for a final decision.

If approved, the plan will guide future development in the Fuhrenkamp area with clear boundaries. The rules seek to preserve the neighbourhood’s identity while enabling controlled growth. Residents and developers will have defined standards for building projects moving forward.
