District Committee Meeting Approves Key Initiatives for 2026

On March 23, 2026, a meeting of the District Committee was held in the main assembly hall of the District Administration Office under the leadership of District Administrator Tanja Schweiger. The agenda included preliminary discussions on matters to be decided by the District Council at its next session on April 16, covering the 2026 district budget (including staffing plans), the 2026 road construction, cycle path, civil engineering, and investment programs, as well as the 2024 annual financial statement of the district and the 2024 financial report of Wörth an der Donau District Hospital.

The committee also addressed grants for youth work initiatives, further planning and implementation steps for renovating Regenstauf Secondary School's classroom wing, the tendering of planning services for necessary lighting upgrades at three district schools (Lappersdorf Gymnasium, Neutraubling Secondary School, and the Regenstauf Special Education Support Center), and a progress report on the implementation of the district's cycling mobility strategy. Additionally, the committee approved continued support for the association Rafael e.V., which provides low-threshold medical care for people without permanent housing.

Unanimous Recommendations to the District Council

The District Committee signaled its approval for the following recommendations to the District Council: the 2026 road construction program, the 2026 district budget and staffing plan, the 2024 annual financial statement of the district, and the 2024 financial report of Wörth an der Donau District Hospital.

Grants for Youth Organizations and the District Youth Council

The committee acknowledged that youth work received €79,300 in funding in 2025, allocated as follows: €20,000 in base grants to youth associations and organizations, €39,300 to the District Youth Council, and €20,000 in direct grants to youth groups. The committee approved a modest increase in funding for 2026, as proposed by the District Youth Council. Under the new plan, base grants to youth associations and direct grants to youth groups will each rise by €2,000, from €20,000 to €22,000. Funding for international youth exchanges will increase by €500 to €4,000, while the grant for the District Youth Council will remain unchanged at €35,800. Overall, youth work will receive €83,800 in 2026—an increase of €4,500 compared to the previous year.

Regenstauf Secondary School: Roof Renovation to Begin During Pentecost Break

The District Committee approved the next steps for renovating the classroom wing of Regenstauf Secondary School. The first phase will focus on replacing the roof of the three-story building, with estimated costs of around €1.3 million. Construction is scheduled to begin during the 2026 Pentecost holidays and should be completed by the start of the 2026/27 school year in September. Concurrently, the school's IT infrastructure will be upgraded, with €351,000 allocated in the 2026 budget. Planning is expected to be finalized this year.

Specialist Planning for Lighting Upgrades in District-Owned Schools

District Committee Approves Plans for Interior Lighting Upgrades in County Buildings

At its meeting on March 23, 2026, the District Committee also addressed the planned renovation of interior lighting in several county-owned buildings. In administrative and school facilities, existing lighting systems are partially failing, while certain types of bulbs—due to updated regulations and dwindling stock—are now only available in limited quantities. The district therefore intends to transition gradually to modern LED technology. The upgrade aims to improve lighting quality, ensure reliable operation, and achieve long-term reductions in energy and maintenance costs.

As a first step, an external specialist planner will conduct inventory assessments, develop a renovation concept, perform a cost-benefit analysis, and prepare tender documents. The district will also explore funding opportunities and leverage available grants where possible. Initial measures are scheduled for 2026 at Lappersdorf Gymnasium, Neutraubling Secondary School, and the Regenstauf Special Education Support Center. The goal is an economically sound and sustainable modernization of lighting across the district's properties.

Cycling Mobility Plan Implementation Advances Steadily

Sebastian Gradl, head of regional and transport planning, briefed the District Committee on the latest progress in rolling out the Cycling Mobility Plan. As of December 31, 2025, 36 percent of all recommended measures had been implemented—28 percent exactly as proposed in the expert report and another 8 percent in adapted forms, such as alternative expansion options. An additional 14 percent of measures are currently in the planning phase. Implementation remains pending for 23 percent, while 27 percent will not proceed further after thorough review, often due to lack of space or revised route planning.

Meanwhile, collaboration between the city of Regensburg and the surrounding district continues to strengthen: two major cycling routes from Regensburg have already been extended into the district—rr05 to Sinzing/Viehhausen (approx. 9 km) and rr12 via Wenzenbach to Bernhardswald (approx. 11.5 km). The overarching objective is to steadily enhance everyday cycling in the greater Regensburg area, creating seamless, attractive routes for commuting, school travel, and leisure. These high-quality cycling corridors also serve as a visible commitment to promoting cycling across the region.

District Renews Funding for Rafael e.V. Through 2027

The district has supported the work of Rafael e.V. since 2022 with voluntary grants for its street outreach program. The District Committee has now approved continued funding for the 2026 and 2027 fiscal years, covering up to one-sixth of the relevant personnel cost allowance, subject to budget availability.

Since 2018, Rafael e.V. has provided low-threshold medical care in Regensburg for people in precarious living conditions, including those experiencing homelessness or lacking health insurance. Through free medical and dental consultations, as well as street outreach, the organization reaches individuals often overlooked by conventional support systems. Residents of Regensburg District also benefit from these services.
