Howard serves as the most senior member of the House Appropriations Committee, the body responsible for shaping Texas' multi-billion-dollar, two-year budget. She explained that her committee's work requires long-term planning, often looking two and a half years ahead to allocate funds effectively. Institutional knowledge, she stressed, is critical in a system where lawmakers meet so briefly.
Beyond budget matters, Howard chairs the Women's Health Caucus, a role she has held for years. She also used the platform to urge Texans to participate in primary elections, which decide the candidates for November's general ballot. Her call comes as Travis County—where District 48 is based—faces shifts in its Democratic delegation. While the county has remained a Democratic stronghold, with six fully contained districts as of 2026, some incumbents, including Gina Hinojosa of District 49, are stepping down to pursue higher office. This has led to competitive Democratic primaries, a contrast to more Republican-dominated areas elsewhere in the state.
