Fake land violation scams surge as dacha season begins in Russia

Fraudsters are targeting rural and summer property owners with fake land violation notices ahead of the dacha season. The scammers pose as officials from Rosreestr, tricking victims into handing over sensitive verification codes. Once obtained, these codes are used to hack into Gosuslugi accounts and steal personal data. The scam begins with victims receiving false notifications about land use regulation breaches. To appear legitimate, the fraudsters claim the recipient faces a fine—but offer a 'discount' if paid immediately. They then request the SMS verification code sent to the victim’s phone, using it to access the Gosuslugi account.

Rosreestr has clarified that real enforcement action only follows official inspections. Any genuine fine must come via an administrative penalty order, signed by an authorised official. This order is delivered in person, by registered mail, or through the Gosuslugi platform. Property owners are always notified in advance of any official action. The agency warns that no real fine can be paid through unofficial channels or discounted on the spot. Scammers exploit urgency and fear to bypass scepticism, particularly as seasonal property checks increase.

Authorities urge property owners to verify any land violation claims directly through official Rosreestr or Gosuslugi channels. Verification codes should never be shared, even if the request seems urgent. Victims of this scam risk losing control of their Gosuslugi accounts and personal information.
