Germany's fare evasion decriminalisation plan sparks fierce backlash from transport workers

A row has erupted over plans to decriminalise fare evasion in Germany. Ralf Damde, chair of DB Regio’s general works council, has strongly criticised the proposals from Federal Justice Minister Stefanie Hubig. He claims the move would worsen already difficult conditions in local and regional transport. The dispute follows a call by Hubig, an SPD minister, to reduce penalties for fare dodging. Damde, also an SPD member, argued that the party no longer understands the daily struggles faced by transport workers. He insisted that fare evasion is not a minor issue and that weaker penalties would fail to improve services.

A violent incident in early February has heightened tensions. A fare evader killed a Deutsche Bahn conductor, sparking fears about safety on trains. Since then, DB Regio staff have demanded stronger support from authorities to tackle rising aggression. Damde warned that decriminalisation would send the wrong message entirely. Workers have reacted with outrage, claiming the proposals undermine their efforts to maintain order. Many now feel abandoned by political leaders who once promised to protect them.

The reform plans have deepened divisions between transport staff and policymakers. Employees continue to push for stricter measures to ensure their safety. Meanwhile, the debate over fare evasion penalties shows no sign of resolution.
