Hanover Store's Sprinklers Spark Outrage Over Alleged Anti-Homeless Design

A sprinkler system outside a Netto discount store in Hanover’s Nordstadt district has sparked controversy. The installation sprays water onto people standing beneath an awning—even on dry days. Critics suspect it was designed to deter homeless individuals from seeking shelter there. Social worker Dirk Wittenberg first noticed the system and alerted authorities. When police arrived, they reportedly focused on moving along a homeless man who had been standing under the awning. Wittenberg’s concerns were later echoed by Daniel Gardemin, a social scientist and co-chair of the Green Party faction, who visited the site and witnessed the sprinklers in use while the man was present. Gardemin condemned the system as 'morally reprehensible'.

The city administration has stated it has no record of the owner’s intended purpose for the installation. Officials are now examining whether the sprinklers qualify as a public nuisance or hazard. Netto has yet to respond to requests for comment. Similar tactics, often called 'defensive architecture,' have appeared in other German cities, including Osnabrück and Hamburg. These measures typically aim to discourage homeless people from using public or semi-public spaces.

The city plans to summon the store’s owner for a hearing to clarify the system’s purpose. If deemed a nuisance, further action could follow. The case has drawn attention to how businesses and local authorities address homelessness in urban areas.
