Isle of Man CM defends ministerial code amid unlawful conduct claims

Chief Minister Alfred Cannan has defended the ministerial code, stating that it provides effective guidance for ministers. This follows questions raised by MHK Lawrie Hooper about ministers acting unlawfully.

Cannan mentioned two examples involving Manx Care, where ministers took action to correct potentially unlawful situations. Former Health Minister Lawrie Hooper and current Health Minister Claire Christian were involved in these incidents. Cannan maintained that these situations did not automatically breach the ministerial code.

Hooper had accused Cannan of saying it was 'perfectly okay for ministers to act unlawfully', which Cannan denied. Cannan clarified that not every instance of a department acting unlawfully would automatically amount to a breach of the code. He agreed to review the ministerial code but stated that it currently offers sufficient guidance. Cannan also acknowledged that each situation would be assessed individually, considering 'significant variances and nuances'.

Cannan's review of the ministerial code will consider Hooper's concerns. Meanwhile, Cannan maintains that the current code provides effective guidance for ministers, with each situation assessed individually.
