Khabarovsk Territory reports record economic growth and investment surge

A year of record-breaking numbers: soaring revenues, booming drone production, and full capacity at Avangard tech park. How did Governor Demeshin pull it off?

Khabarovsk Territory Governor Dmitry Demeshin Addresses Lawmakers with Annual Report

Governor of Khabarovsk Territory Dmitry Demeshin delivered his annual address to the Legislative Duma today, April 29, outlining the regional government's achievements over the past year. According to the Khabarovsk Territory Today news agency, the governor began by thanking lawmakers for their support, noting that all 60 of his legislative initiatives had been approved.

The region's socioeconomic performance has been impressive. Corporate revenue grew by 1.3 times, gross regional product exceeded 1.7 trillion rubles, and tax and non-tax budget revenues rose by 20%, reaching 222 billion rubles. Attracted investment totaled 1.4 trillion rubles. Meanwhile, unemployment hit a historic low of 13.3%—below the national average.

"Our economy isn't just stable—it's demonstrating sustained growth," Demeshin emphasized.

A key driver has been the 2024 Industrial and Technological Sovereignty Charter, which over 390 organizations have joined. The initiative has spurred the development of an aviation cluster in partnership with the United Aircraft Corporation and a high-tech cluster. Last year, nearly 100,000 drones were produced, with plans to increase output to 330,000 by 2026.

The region is also expanding its network of technology and industrial parks. The Avangard park is now fully occupied, construction has begun on the Amur technopark, and three more parks are set to open soon.

Major completed projects include the Malmyzhskoye field, the Trans-Pacific Railway with the Elga port, and Khabarovsk's international airport. At the Eastern Economic Forum, 24 agreements worth 2.4 trillion rubles were signed.

"We need new projects and must do everything to attract more investors to the region," the governor stressed.

Demeshin highlighted progress in shipbuilding, calling the revival of the Khabarovsk Shipyard a "matter of honor." The yard has now merged with the Khabarovsk Fleet Repair and Maintenance Base, forming a unified Shipbuilding and Repair Center.

"We took charge, preserved the enterprise, and retained its skilled workforce—258 employees," he noted.

Social initiatives are also moving forward. Under the urban master plans, reconstruction has begun on the Ussuriysky and Amursky boulevards in Khabarovsk, while façades are being renovated and the Stroitel Cultural Center in Komsomolsk-on-Amur is undergoing repairs. Thirteen long-stalled projects—including dams and the waterfront in Komsomolsk-on-Amur—have been completed. In healthcare, 12 facilities have been renovated, 16 rural medical outposts built, and over 1,200 pieces of medical equipment upgraded.

Special attention is being given to supporting participants in the special military operation and their families: the region has implemented 46 support measures, a regional branch of the Defenders of the Fatherland fund is operational, and the digital platform SVO People has been launched. Veterans of the operation and family members of the fallen have received 132 land plots free of charge, while 14 veterans have already been appointed to positions under the Heroes of the East program.

Development continues on Bolshoy Ussuriysky Island, where construction is underway for an international border crossing, transport infrastructure, and an agro-industrial cluster. The foundation for the infrastructure has already been laid, roadwork is in progress, and design of the border checkpoint is nearing completion. A government-to-government agreement with China on the international advanced development territory is also being prepared.

The year 2026 has been declared the Year of Sports in the region, with over 800 events planned. At the governor's initiative, modular sports and wellness centers are being built in rural areas. The first will open in Knyaze-Volkonskoye as early as May, with new facilities also set to appear in Bikin, Bogorodskoye, and Novy Urgal by the end of the year.

In closing, Dmitry Demeshin thanked the lawmakers for their collaborative work and emphasized:

"We can only develop the Khabarovsk Territory and address people's challenges by working as a single team. Every resident, without exception, must feel the results of our joint efforts."
