Komi Republic bans foreign workers in key industries by 2026
The Komi Republic has introduced new restrictions on the employment of foreign nationals working under patent-based permits, following a decree signed by the regional head on April 21.
Under the new rules, foreign workers will be barred from the following economic sectors in 2026:
- Food production
- Retail trade (excluding motor vehicles and motorcycles)
- Railway transport operations: intercity and international passenger services
- Other land passenger transport services
- Taxi operations and passenger car rentals with drivers
- Education
An earlier draft of the decree, published on the public consultation portal, had also included a ban on food and beverage service activities. However, this provision was removed from the final signed version.
