Lower Saxony's bold reforms target schools, airlines and gaming arcades

Hanover. The SPD and Green Party parliamentary groups in Lower Saxony's state legislature have announced multiple resolutions for the April plenary session, the Green Party faction confirmed on Wednesday.

The initiatives cover a range of issues, including stronger air passenger rights, the digitalization of public administration, the event industry, and teacher training. Additionally, the factions are introducing a bill to amend the state's gaming arcades law.

On air passenger rights, the SPD and Greens are pushing for clearer rules on carry-on luggage. Consumers must be protected from hidden extra costs, said Christian Schroeder, the Green Party's consumer protection policy spokesperson.

Regarding the digitalization of public administration, the factions advocate for open standards and European solutions to bolster the state's digital sovereignty, as explained by Nadja Weippert, spokesperson for municipal policy.

Another motion aims to make teacher training more practice-oriented. The preparatory service should be better aligned with the demands of inclusive schooling, said Lena Nzume, the Green Party's education policy spokesperson. The event industry, meanwhile, should be strengthened through reduced bureaucracy and greater planning security, demanded Heiko Sachtleben, the economic policy spokesperson.

With the proposed amendment to the gaming arcades law, the factions are adjusting closing hours: in the future, arcades will be required to close between 3 a.m. and 9 a.m., rather than the current midnight to 6 a.m. window.
