SURREY - A Metro Vancouver man arrested last December and charged with offences of possession and distribution of child-exploitation material now faces an additional 17 charges, including 12 counts of child luring.

Surrey man faces 21 charges in child exploitation case

Police in Surrey, B.C., say 41-year-old Kevin James Belcourt was charged Monday and also faces two counts of making sex abuse exploitation materials involving a child and two counts of publishing intimate images without consent.

Investigators say they are still in the process of identifying more victims by working with other police departments across Canada, in the United States and in the United Kingdom.

Belcourt remains in custody and will next appear in court on May 4.

The new charges come after Surrey police began an investigation in January 2025, when they were notified by the National Centre for Missing and Exploited Children about a man possibly possessing exploitation material.

Belcourt was arrested on Dec. 4 and was initially charged with possession and distribution of child exploitation material as well as voyeurism.
