Germany's drug pricing war threatens pharmaceutical innovation and EU supply goals
Germany’s pharmaceutical industry has clashed with the government over new drug pricing rules. The German Pharmaceutical Research Manufacturers’ Association (VFA) accused Federal Health Minister Nina Warken of threatening medicine production in the country. At the same time, Europe is pushing ahead with plans to secure essential drug supplies through new legislation.
In January, the Federal Ministry of Health reported temporary shortages of certain antibiotics in Germany. The issue has added urgency to debates over drug supply security.
The VFA has strongly criticised Germany’s proposed *Contribution Rate Stabilization Act*, which includes a dynamic mandatory rebate on medicines. VFA President Han Steutel warned that the law devalues value-based pricing and blocks market access for new therapies. He argued that investment decisions rely on reliability and economic stability—not political demands. Steutel also claimed the draft law would limit pharmaceutical innovation and discourage investment in Germany as a key industry hub. Meanwhile, the VFA contrasted Germany’s approach with Europe’s *Critical Medicines Act*, which aims to reduce reliance on non-European suppliers. The EU plan focuses on boosting domestic production of essential drugs to prevent shortages. Steutel praised the political agreement on the Critical Medicines Act, calling it a vital step in treating drug security as an industrial priority. He stressed that while Europe strengthens its supply chain, Germany’s proposed rebate system risks weakening it instead.
The dispute highlights a divide between Germany’s pricing policies and Europe’s broader push for medicine security. The VFA insists that predictable conditions are needed to maintain Germany’s role in pharmaceutical production. The outcome of the proposed law could shape future investment and drug availability in the country.
