Hesse appoints new digitalization chief to drive AI and innovation agenda
Hesse’s Ministry for Digitalization and Innovation will soon have a new leader. Dr. Nicolas Sölter, a 37-year-old lawyer, is set to replace Stefan Sauer as State Secretary on May 18, 2026. The change follows a proposal by Minister-President Boris Rhein to the cabinet. Stefan Sauer, the current head of the ministry, will step down to enter early retirement. He has led the department since 2024, overseeing its transition to independence. Minister-President Boris Rhein acknowledged Sauer’s long-standing service and cooperation during his tenure.
Dr. Nicolas Sölter brings experience from his role as a public commercial law attorney at Freshfields Bruckhaus Deringer in Hamburg. Since 2018, he has advised both public and private clients on complex regulatory and transactional matters where government and business intersect.
As the new State Secretary, Sölter will focus on advancing Hesse’s digital agenda. His priorities include digitising public administration, expanding digital infrastructure, and positioning the state as a leader in emerging technologies like artificial intelligence. The handover is scheduled for May 18, 2026. Sölter’s appointment aims to accelerate digital transformation in Hesse, with a clear focus on modernising government services and fostering innovation. His legal background and expertise in regulatory affairs are expected to support these efforts.
