INE councilor selection sparks debate as three conflicting shortlists emerge
Technical Evaluation Committee Submits INE Councilor Shortlists to JUCOPO
On April 20, 2026, the Technical Evaluation Committee delivered three sets of five candidates each—known as quintetas—for Mexico's National Electoral Institute (INE) councilor vacancies to the Joint Commission for Constitutional Matters (JUCOPO). The lists, which include 15 profiles in total (one all-male, one all-female, and one mixed-gender), feature Arturo Manuel Chávez López, director of the state-owned printing firm Talleres Gráficos de México; Bernardo Valle Monroy, a former councilor for Mexico City's Electoral Institute; and Alejandra Tello Mendoza, head of the Research Unit at the Electoral Judiciary School (EJE) of the Electoral Tribunal of the Federal Judiciary (TEPJF). All three have faced criticism for allegedly scoring 99 out of 100 on the knowledge exam, while opposition lawmakers have accused them of ties to the ruling Morena party. Notably, none of the three appear on the same shortlist—a detail that prompted opposition parliamentary coordinators Elías Lixa of the National Action Party (PAN) and Rubén Moreira of the Institutional Revolutionary Party (PRI) to denounce the process as rigged.

"We oppose this because we disagree with how the process was conducted," declared Moreira Valdez after the meeting.
"It was a flawed process, and it's regrettable that we've reached this point with more questions than answers. Conveniently, there's one of them on each shortlist—meaning they're not competing against each other… To no one's surprise, the names here are the same ones many media outlets have been speculating about for days. And of course, the suspicious 99-point scores are right here," added Lixa Abimerhi.
Women's Shortlist The all-female quinteta includes: - Martha Alejandra Tello Mendoza (listed under affirmative action for disability due to her lupus diagnosis) - Blanca Cruz García - Laura Daniella Durán Ceja - Miriam Guadalupe Hinojosa Dieck - María Magdalena Vila Domínguez

The shortlists are expected to be put to a vote in the full session this Tuesday.
Senator Ricardo Monreal announced that he has summoned JUCOPO members to a meeting at 2:30 p.m. on Tuesday, where he will propose three candidates. If approved, the selection will proceed to a plenary vote.
