Kazakhstan's Senate Speaker discusses constitutional reforms with OSCE's ODIHR
Senate Speaker Maulen Ashimbayev met with Maria Telalian, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the Senate's press service reported.
Ashimbayev briefed his counterpart on the implementation of the constitutional reform initiated by Kazakhstan's head of state. The Senate Speaker emphasized that the results of the national referendum on the new Constitution confirmed society's unwavering support for Kassym-Jomart Tokayev's course to modernize the country.
The reform's key objective is a comprehensive reset of the nation's political system, aimed at building a modern and resilient governance framework capable of operating effectively amid geopolitical turbulence, shifting global trends, and digital transformation. Ashimbayev described the new Constitution as a timely and strategic response to contemporary challenges, calling its adoption a pivotal step toward ensuring the country's sustainable, dynamic, and long-term development. He also provided a detailed overview of ongoing socioeconomic and political transformations in Kazakhstan.
The Senate Speaker praised ODIHR's expert support and underscored the importance of its mission recommendations for advancing the electoral system. He reaffirmed Kazakhstan's commitment to equitable partnership and further strengthening cooperation.
In this context, Ashimbayev highlighted the importance of deepening Kazakhstan's engagement with the OSCE and confirmed the Senate's readiness to intensify joint efforts with ODIHR. He stressed the Organization's strategic role, along with the Helsinki Accords, in safeguarding regional security amid current geopolitical instability.
For her part, ODIHR Director Maria Telalian shared her perspective on the reforms underway in Kazakhstan.
The two sides also discussed the outcomes of the Regional Environmental Summit (RES-2026), with particular focus on the role of parliamentary diplomacy in advancing Central Asia's climate agenda. They noted the significance of a roundtable co-organized by the Senate and the OSCE Parliamentary Assembly, outlining shared priorities for promoting sustainable development in the region.
