Russian veteran Yevgeny Chintsov transitions from war to local governance

According to the Kremlin's website, Russian President Vladimir Putin met with representatives of the municipal community, including Yevgeny Chintsov, chairman of the Nizhny Novgorod City Duma.

"I took part in several armed conflicts, including the special military operation from its outset until the end of May 2024. Over the course of my service, I was awarded three Orders of Courage. Today, I head the Nizhny Novgorod City Duma—a city that my family and I consider our home. My wife and I are raising two wonderful daughters," he reported.

The veteran thanked the head of state for his attention to participants in the special military operation and for creating real opportunities for further service in government and municipal administration, business, and public work. He separately expressed gratitude for the Time of Heroes program.

"It provides us with unique, essential knowledge. Thanks to the program, I joined the High Council of the All-Russian Association for the Development of Local Self-Government, which for me means strong horizontal ties with colleagues—true professionals in their field. As participants in the federal program, we believe it is absolutely right that regional versions have now been launched. In our case, it's Heroes of Nizhny Novgorod Region. We must all understand that what matters most to a soldier on the front lines today is the sense of a steady shoulder beside them. That is why both the state and society must become that shoulder when the soldier returns home."
