Sergey Frank's enduring legacy in Vladivostok's maritime heritage

At a regular session of the Vladivostok City Duma held on April 30, lawmakers voted to award the title of "Honorary Citizen of Vladivostok" to Sergey Frank, Chairman of the Board of Directors at PAO Sovcomflot. The decision was endorsed by the relevant committee.

"Sergey Ottovich has made a significant contribution to the socioeconomic development of Vladivostok. In the early 1990s, he played a key role in the challenging transition of the country's largest shipping company—the Far Eastern Shipping Company—to new market-based operations," noted Andrey Brik, Speaker of the Vladivostok City Duma.

Frank has also championed maritime education, supporting the establishment of a unique training simulator at Nevelskoy Maritime State University to prepare specialists for Russia's fleet.

Beyond education, he has contributed to the city's social infrastructure, including the construction of the FESCO Hall, a cultural center for seafarers. Currently, he is advocating for the creation of a Maritime Museum in Vladivostok.

A graduate of the Navigation Faculty at Nevelskoy Maritime State University (class of 1983), Frank served as Russia's Minister of Transport from 1998 to 2004.

Last year, two other distinguished residents of Vladivostok were honored for their lifelong service to the nation and dedication to youth development: Harold Kuznetsov, a primary military training instructor at School No. 60 and a veteran of the 1945 Victory Parade, and retired Vice Admiral Alexander Konev.
